Our vision is to deliver performance on the next generation radio frequency integrated solutions for emerging defense, 5G/6G and satellite communications. The consolidation of RF semiconductor companies over the past decade has narrowed the innovation to a handful of players, and thus, has resulted in limited selection of components. There is a disruption needed to be filled for the new classes of RF chips in terms of integration, circuit techniques, and architecture.
Our first chips show that we can push the envelope. Our deep knowledge of phased array and transceiver architecture informs our new RF chips.

CEO and Co-Founder
Victoria Pereira is the CEO and Co-Founder of Otava RF, with more than 35 years of experience in RF IC and submodule design for advanced, mission-critical systems. Her work has been integral to the development of enduring legacy platforms in defense radar, electronic warfare (EW), and communications. Over the course of her career, Victoria has led or co-led the design and production of multiple RF systems-on-chip, including wideband RF transceivers, high-performance, high-linearity data converters for radar and communications, and integrated radio-on-chip solutions for ad hoc networking. She developed her deep technical expertise at premier chip design centers such as Hughes Aircraft Radar Division (now RTX), Hughes Communications Products (TelAsic/MTI), Boston Design Center of IBM Microelectronics Division (GlobalFoundries), Insyte (ITT/L3Harris), and Lockheed Martin. At Lockheed Martin, she played a strategic role in driving technology development and market alignment across multiple business lines.
At Otava RF, she now leads a world-class RFIC and systems team, pioneering advanced chip technologies for next generation phased array architectures in defense, 5G/6G, and satellite communications. She received her Bachelor of Science in Electrical Engineering at University of Southern California, Los Angeles, CA.

Chief Product Officer and Co-Founder
Steve co-founded Otava in 2017, leading the development of the first commercially available wideband beamforming IC that spans 24 – 40 GHz, which covers multiple defense and 5G FR2 band applications. Steve currently drives the internal RF product development at Otava, while managing critical customer programs and vendor relationships. Steve previously worked for Lockheed Martin in Moorestown, NJ, where he developed the team’s internal capability and expertise in the silicon RFIC group. He is an experienced leader with more than 20+ years of achievements in hands-on electrical hardware development, engineering leadership, and customer engagement. Steve has extensive product design and development in the area of phased array hardware systems including RF and mmWave RFICs, PCB/module design, and system implementation. His focused areas of expertise include commercial 5G/6G wireless systems and Aerospace & Defense applications. Steve graduated from Drexel University in Philadelphia, PA with his B.S and M.S. in Electrical Engineering.

Chief Revenue Officer
As CRO, Alastair leads sales and business development initiatives, manages partnership programs, and provides expertise in aerospace and defense (A&D), telecommunications, and satcom new product development opportunities. Alastair brings over 40 years of experience in the semiconductor industry, focusing on defense electronics and high-volume commercial applications. He has worked at several prominent companies, including GE Aerospace, Lockheed Martin, RF Micro Devices (now Qorvo), MACOM, IDT (now Renesas), and Anokiwave (now Qorvo). Before joining Otava Inc., Alastair held various leadership positions, such as Chief Strategy Officer, Sr. VP of Business Development, General Manager, and VP of Engineering.
Alastair holds a Master of Science in Engineering (Executive Engineering) from the University of Pennsylvania and a Bachelor of Science in Electrical and Electronic Engineering from the University of Leeds, UK.

Vice President of Hardware Engineering
Jonathan P. Comeau received the B.S. degree in electrical engineering from Union College, Schenectady, NY in 1997, the M.S. degree in electrical engineering from the University of Michigan, Ann Arbor, MI in 1999 and Ph.D. in electrical engineering from the Georgia Institute of Technology, Atlanta, GA in 2006.
From 2000 to 2002, he worked as an Analog IC Designer for Agere Systems in Minneapolis, MN, designing preamplifier integrated circuits for hard disc drive applications. In 2006, he joined Tyco Electronics in Lowell, MA, where he worked as an RFIC designer in the Strategic Research and Development group focused silicon integrated circuits for Automotive Radar. In 2009 ,he joined Raytheon Technologies in Anodver, MA, where he focused on Microwave and Millimeter wave integrated circuits in III-V and Silicon technologies for Aerospace and Defense applications.. In 2014, he joined Anokiwave Inc., where he focused on Microwave and Millimeter wave silicon-based products for 5G mmWave, Satcom, and Aerospace and Defense applications. He led several product development efforts for 5G mmWave systems that transitioned into high volume production. In 2022 he joined BAE Systems, FAST Labs, where he was a Technology Group Lead for Integrated Circuits, leading R&D and pursuit efforts for next generation RF & Mixed Signal integrated circuits. He is currently the Vice President of Hardware Engineering for Otava RF, focusing on microelectronic solutions and products for telecommunications, defense, and SATCOM applications. He holds over 12 patents associated with microwave integrated circuits and phased array products and solutions.

Technology Director and Principal Architect
Mr. Pellon is a leading developer and researcher in the field of RF sensor systems, advanced components, and subsystems with emphasis on innovative mixed signal microsystems. He combines his knowledge of signal processing, RF design, antennas and electromagnetics to formulate novel solutions to difficult RF sensor problems for radar, EW, communications, and multifunction systems.
Mr. Pellon has been recognized for his technical acheivements which include receiver/exciter developments, ultra-high dynamic range receivers, direct RF sampling low noise figure Sigma-delta ADC-based receivers, low phase noise oscillator and synthesizers, advanced wideband antenna arrays, nonlinear and adaptive andaog/RF signal processing, digital signal processing, analog/digital and hybrid beamforming architectures, and complex simultaneous transmit and receiver (STAR) devices and systems.
He was one of the first Senior Technical Fellows in 2024 and is currently serving DARPA MIcrosystems Exploratory Council (MEC) for a three year term to identify new areas of development in advanced phased array systems. He received his Bachelor of Science in Electrical Engineering at Manhattan College and his Masters of Science of Electrical Engineering at the University of Pennsylvania.

Senior Director of IC Develpment
Shawn Bawell is the Senior Director of IC Development at Otava RF, driving high- performance IC solutions for the 5G and Defense sectors. With more than 20 years of experience in both technical and leadership roles, he brings deep expertise in RF and Analog IC design and development, and a strong track record of scaling innovation from concept to production. His work spans startups and multinational corporations, with a focus on global team leadership and navigating production-critical challenges.

Senior Principal Engineer
Thomas Higgins is a 40 year experienced RF millimeter wave circut designer. He has been designing GaAas MMICs since the 1990s, GaN MMICs since the 2000s and Silicon RFICs since the late 2010s. His chips have been deployed in several radar platforms at Lockheed Martin. His experience is from DC to 50 GHZ in both wideband and narrow band applications in HPAs, LNAs, Driver, swithces, and beamformr chips. In additon to Lockheed Martin, he worked for Army Research Lab and Celwave RF. He was awarded 15 patents in the area of microwave and photonic circuts. He received his B.S. in Electronic Engineering at Monmouth University and his M.S. in Electrical Engineering with Spealization in Communications form Fairleigh Dickinson University.
